What a mess. The hole appears to have been made with a combination of a torch, tin snips, pliers, and a hammer. Here's the repair: |

I began by drilling out all of the spot welds and busting them free with an old chissel. |

There is a small tack weld in the top corner of each side that must be ground away. |

The piece removed. The panel actually is an inch taller, but is covered by other panels. To remove the panel entirely would have been a great deal more work, so a cut was made that nobody will ever see once the new panel is installed. |
